The National Council for Sustainable Development (NCSD) is responsible for the development, monitoring, and implementation of national policies on sustainable development and climate change. It is also involved in planning and aligning development policies with the requirements of sustainable development and climate change, as well as in implementing the European Union’s Sustainable Development framework within the Energy and Climate Package (Ministry of Ecology, Sustainable Development, and Northern Region Development of Montenegro, 2025, p. 43). Members include all government ministries, the Secretary of the Parliament, the Chief Negotiator for the EU, civil society, the private sector, the media, and universities. The NCSD is divided into working groups, including the Working Group for Mitigation and Adaptation to Climate Change, which provides support and guidelines for national climate policy.
